Mr. Ulmer was born and raised in Orangeburg, SC. He received his Bachelor of Science Degree in Psychology and was commissioned to a 2nd Lieutenant in the United States Army as a Medical Service Corps Officer from South Carolina State University in 1993. He earned his Master’s Degree in Hospital Services Management and Human Resources Development from Webster University in 2000.
Mr. Ulmer served in the United States Army for over 24 years with multiple deployments and assignments. His career included Medical Platoon Leader in the 82nd Airborne Division to a Healthcare Administrator for Dwight D. Eisenhower Army Medical Center. Mr. Ulmer retired as the Executive Officer of the Four Star Army Headquarters Forces Command Operations Readiness Division. Highlights of his military career include, three Combat Tours, Army Command and General Staff College graduate, achieving the Expert Field Medical Badge, and being awarded The Bronze Star Medal for his actions in the Iraq War.
Upon retirement in 2012 from Fort Bragg, NC Mr. Ulmer worked for the South Carolina Department of Health and Environmental Control as the state Emergency Medical Services for Children Public Health Administrator. In this role he was directly responsible for managing and executing a U.S. Department of Health and Human Services federal grant designed to focus upon the special needs of pediatric patients in emergency situations, ultimately reducing the mortality and morbidity of pediatric patient outcomes throughout the state of South Carolina.
Mr. Ulmer also served as the United States Army, Fort Jackson, SC installation Public Health Administrator. He spearheaded the planning, organizing, and execution of the Community Health Promotion Council responsible for developing and implementing strategies to prevent high-risk incidents across the installation. Prior to coming onboard here at Heart of Florida Health Center Mr. Ulmer was recruited by the CEO of Rural Health Services, Inc. (Federally Qualified Health Center), Aiken, SC to serve as the Chief Operating Officer. He assumed oversight responsibility for all services, activities, and operations of the organization.
In just two years Mr. Ulmer has made a tremendous impact to the patients and community of Ocala and Marion county.
Mr. Ulmer is married to Bethany of Camden, SC. They have three daughters and a grandson Ahzia (Cairo), Sasha, and Carrington.
